What are the Development Teams and Asset Management responsible for?
The SCCHA Development Team is responsible for property acquisition, design, financing, construction and major rehabilitation of SCCHA-owned properties.
The SCCHA Asset Management Team is responsible for overseeing property management, asset management and service coordination of SCCHA-owned properties.

Santa Clara County is in a striking housing crisis, experiencing some of the highest housing costs in the nation. As a part of the solution to this challenge, SCCHA builds communities by developing quality housing offered at affordable rents. These development activities include site acquisition, community outreach, site and building planning and design, and construction.
SCCHA is a Good Neighbor and Community Member
In addition to providing housing to those most in need in our community, SCCHA is an active part of our community and strives to be a good neighbor. This begins when we first approach a new development site, seeking feedback from neighbors, community leaders and other stakeholders. Our commitment to healthy community relations continues with an open line of communication throughout construction and operations.
We’re in this for the long haul. SCCHA has been serving the Santa Clara County community for over half a century. We are dedicated to continuing this critical work of helping families and communities build stability.
Rooted in Local Partnerships
Like many endeavors this size, it takes a village to bring our affordable housing communities to fruition. We partner with the County in addition to our local cities, including the City of San Jose. Our real estate activities support several strategies and initiatives in the County’s Community Plan to End Homelessness, including prioritizing the development of housing for extremely-low income individuals and expanding permanent supportive housing.
In addition to public agencies, we partner with construction firms, architects and engineers, environmental engineers, appraisers, market analysts, and a variety of other partners to help develop our communities.
Financing
Developing affordable housing requires financial resources, often from multiple sources including but not limited to:
- Federal low-income housing tax credits
- Tax-exempt bonds
- State affordable housing programs available through the California Department of Housing and Community Development
- Local agency loans available through Santa Clara County, cities or SCCHA
- Conventional bank loans
Sustainability
SCCHA has a commitment to sustainability, and our two most recent developments, Laurel Grove Family Apartments and Park Avenue Senior Apartments, have been rated GreenPoint Rated Gold. The properties are constructed from low volatile organic building materials and include features such solar hot water heating, robust insulation, and water-saving plumbing fixtures.

SCCHA strives to have its housing portfolio exceed private market standards. We’ve developed a management, budget, inspection and compliance structure that ensures clear oversight of our properties.

Who owns and manages these units?
SCCHA, either directly or though affiliate nonprofit corporations, serves as the owner, managing general partner or co-owner of the agency's housing portfolio. The affiliate corporations are governed by boards of directors.
What types of affordable housing does SCCHA own?
The portfolio includes family and senior properties that are restricted to affordable rents.
How affordable is the rent?
Rents vary from property to property, but the majority of SCCHA's housing portfolio consists of units restricted to 50% and 60% of the Area Median Income. Some units are targeted as low as 30% of the Area Median Income.

In addition to partnering with professional property management companies, SCCHA conducts regular reviews of the portfolio’s income and expenses, operating compliance reviews, site inspections, and annual audits.
